This report provides an evaluation of the new EU import regulation for organic products (Council Regulation (EC) 834/2007, Commission Regulation (EC) No 1235/2008). To ensure that the evaluation addresses the issues and concerns of the stakeholders affected by the new import regulation and to increase the use of the evaluation results for upcoming decisions, this evaluation was organised as a stakeholder evaluation approach. Based on the results from two national workshops in third countries (Turkey and Switzerland) and from one international workshop, the report concludes in policy recommendations to improve the import system for organic products as well as the organic sector as a whole. |

Recently, discussions of basic principles for organic agriculture (and similar ideas) have emerged in several different settings (Benbrook & Kirschenmann 1997, DARCOF 2001, Lund & Röcklinsberg 2001, Verhoog & al. 2003, this issue of Ecology & Farming). In this article we discuss the purposes and functions of such principles and what the principles should look like in order to meet these purposes. We state that there is a need for identifying a few basic principles for organic agriculture, and that the principles must be normative, or ethical, principles on how to act in an organic way, if organic farming is to continue as a distinct alternative to mainstream agriculture. The recent development and growth of organic livestock farming and the related development of national and international regulations has fuelled discussions among scientists and philosophers concerning the proper conceptualisation of animal welfare. These discussions on livestock welfare in organic farming draw on the conventional discussions and disputes on animal welfare, which involve issues such as different definitions of welfare (clinical health, absence of suffering, sum of positive and negative experiences, etc.), the possibility for objective measures of animal welfare and the acceptable level of welfare. Research on the barriers and limits to climate change adaptation identifies many factors, but describes few processes whereby adaptation is constrained or may indeed fail to avoid catastrophic losses. It often assumes that barriers are by and large distinct from limits to adaptation. We respond to recent calls for comparative studies that are able to further knowledge about the underlying drivers of barriers and limits to adaptation. Slovenia lies between Croatia (south), Austria (north), Hungary (east) and Italy on the west part. It has approximately 2.000.000 million inhabitants with 20.273 km2 surface area. Slovenia is predominately mountain country. Slovenian mountain and hilly regions are spread out over more than 72,3% of that nation’s total area (1.467.240 hectares). The hilly and mountain regions fall under LFA (less favored) areas which represent 86,3% (1.750.920 hectares) of all nation’s total area. Organic farmers must use organic seed material if such seed are available. If not available, conventional seeds can be used. This request exists in all accredited standards for organic farming. In the EU-regulation on organic production methods, the derogation from the use of organic seed material will only exist until the end of 2003. After this date only organic seed material may be used according to the present formulation. The results of the research conducted in March 2009 on a representative sample of the citizens of the Republic of Croatia using a highly structured survey questionnaire in households have shown that the majority of the respondents (76.6%) are familiar with organic food.
